Mnqweno Mnyengeza from Statistics South Africa has won the PositionIT Best Technical Article 2017 prize, a Bosch GLM 100 C Professional Laser Measure, for the technical article “Technological innovations for data collection”, which was published in PositionIT January/February 2017.

Mnyengeza is a deputy director in the Geography unit of Stats SA and is a registered Professional GISc Practitioner and Geomatics Technician with the South African Geomatics Council. His article about the Community Survey for 2016, which was the first large-scale Stats SA survey to be conducted electronically, details how the organisation made use of technological innovations to streamline processes, shorten response times and provide reliable and better-quality products. The resulting time and cost savings were substantial.

The results of the Community Survey were released to the public on 30 June 2016 – 1,5 months after the fieldwork was completed, and 22 months earlier than both CS 2007 and Census 2011. The total cost of CS 2016 implementation was R300-million. This is R700-million cheaper than R1-billion, which is the inflation related cost of CS 2007.

Traditional paper-based processes have been re-engineered, streamlined, integrated and applied on tablet devices using different mobile applications or technologies. By using technology, handheld devices and spatial information, Stats SA was able to deliver and provide a faster, more efficient, and better product. The article considers the various components, processes and systems set up and used for the survey.
